A firm protested a Federal Emergency Management Agency (FEMA) contract award for publication preparation, contending that FEMA did not award the contract during the same fiscal year it conducted the competition. GAO held that: (1) contrary to FEMA contentions, the protester was sufficiently interested to protest because it would be able to compete under a resolicitation if its protest were sustained; (2) FEMA delayed the award because of an unsuccessful protest that the protester filed during the previous fiscal year; and (3) FEMA properly obtained procurement appropriations for the current fiscal year. Accordingly, the protest was denied.
