A firm protested a General Services Administration (GSA) contract award for electric impact wrenches, contending that GSA awarded the contract at an unreasonably high price. GAO held that: (1) the protester mistakenly believed that the contracting officer's judgment in the instant procurement was unreasonable on the basis that GSA previously cancelled a solicitation where the offered items were unreasonably high; and (2) it would not question the contracting officer's determination of price reasonableness absent a showing of fraud or bad faith on his part. Accordingly, the protest was dismissed.
