A firm protested an Air Force contract award for grounds maintenance services, contending that the Air Force improperly permitted the awardee to: (1) correct an apparent clerical mistake in its bid; and (2) transfer its bid to a newly organized corporation, after bid opening and prior to award. GAO held that: (1) the Air Force properly allowed the awardee to correct the clerical mistake in its bid, since the mistake and the intended bid were apparent from the face of the bid; and (2) since the corporation was the successor to the awardee's partnership, the transfer was permissible. Accordingly, the protest was denied.
