A Department of the Interior employee claimed credit for all of his active military service during the Vietnam conflict in computing his annual leave, contending that: (1) the Office of Personnel Management's (OPM) interpretation of the leave statute was unreasonable because it gave credit only for military service in a campaign or expedition; and (2) OPM should credit him for all of his active service during the Vietnam conflict, even though he was not actually in Vietnam throughout all of his service. GAO held that the OPM interpretation of the statute was reasonable. Accordingly, the claim was denied.
