A firm protested a Department of Health and Human Services (HHS) contract award for radiology support services, contending that HHS improperly determined that it was nonresponsible. Subsequent to the protest, HHS determined that it should have referred the matter to the Small Business Administration (SBA) under certificate-of-competency procedures. GAO held that it would not consider the protest, since HHS corrected its impropriety by referring the matter to SBA. Accordingly, the protest was dismissed.
