A firm protested the Forest Service's award of a lease for office space, contending that the Forest Service improperly: (1) disclosed its bid price during discussions; and (2) permitted the awardee to decrease its best and final offer. GAO held that: (1) the Forest Service could not make award on the basis of initial offers, since the offers exceeded the maximum amount of space required; (2) the Forest Service properly determined that the awardee's offer was the most advantageous to the government; (3) the protester failed to prove any price disclosure; and (4) all offerers had the opportunity to revise their bids during best and final offers. Accordingly, the protest was denied.
