A firm protested a Defense Construction Supply Center (DCSC) contract award for air manifolds, contending that DCSC unreasonably delayed processing its application for approval for its alternate product, resulting in its bid's rejection as technically unacceptable. The protester also claimed reimbursement for its bid and protest preparation costs. GAO held that DCSC: (1) properly rejected the protester's alternate product, since the protester failed to timely provide the drawings required to evaluate it; and (2) did not unreasonably delay the source-approval process in allowing nonapproved sources an opportunity to qualify. Accordingly, the protest and claim were denied.
