A firm requested reconsideration of the dismissal of its protest against a Forest Service timber sale contract award. GAO had dismissed the protest, which concerned a matter of bidder responsibility that it would not review. In its request for reconsideration, the protester contended that its protest concerned whether the awardee's purchase of government timber constituted an illegal substitution for privately owned timber for shipment overseas. GAO held that it would not consider the matter, since: (1) a bidder's qualification for award under the applicable laws and regulations was a matter of responsibility; and (2) there was no indication of possible fraud, bad faith, or failure to apply definitive responsibility criteria on the part of the Forest Service. Accordingly, the original decision was affirmed.
