A firm protested the Air Force's cancellation of a solicitation for building repairs, contending that the Air Force: (1) did not have a reasonable basis for cancelling the solicitation; and (2) should have awarded it the contract, since the cancellation revealed its low bid. GAO held that: (1) the Air Force properly cancelled the solicitation, since there were material discrepancies between the solicitation's estimates and its actual needs; and (2) since there were material discrepancies in the solicitation, award would have been improper. Accordingly, the protest was denied, and GAO recommended that the Air Force consider revising its pricing format to encourage submission of the lowest prices and to alleviate any prejudice that price exposure caused the protester.
