A firm protested the Army's cancellation of a solicitation for maintenance services, contending that the Army: (1) improperly concluded that the solicitation specifications were ambiguous; and (2) should have determined that the two low bids were nonresponsive because of the bidders' misinterpretation of the solicitation requirements. GAO held that: (1) the specifications were subject to more than one reasonable interpretation; (2) the Army properly cancelled the solicitation, since it failed to describe the work required and provide a standard to evaluate bids. Accordingly, the protest was denied.
