A firm protested certain allegedly restrictive specifications under a Defense Logistics Agency (DLA) brand-name-or-equal solicitation for lubricating bucket pumps, contending that the item description was insufficient to allow bidders to offer equal products. GAO held that: (1) the item description was inadequate and unduly restrictive; (2) DLA did not obtain adequate competition; and (3) DLA should cancel the solicitation and resolicit with a more specific item description. Accordingly, the protest was sustained.
