A firm protested the Army's cancellation of a solicitation for administrative services, contending that the cancellation was unreasonable. The Army issued the solicitation as part of a cost comparison to determine whether to contract for the required services. GAO held that the protester was not sufficiently interested to protest because it would not be in line for award even if its protest were sustained and the solicitation reinstated. Accordingly, the protest was dismissed.
