A firm protested the Navy's rejection of its bid for a computer system as technically unacceptable, contending that the Navy should have held discussions before it awarded the contract. GAO held that the Navy properly: (1) accepted the awardee's initial proposal without holding discussions, since that resulted in the lowest overall cost to the government; and (2) rejected the protester's proposal, since it took exception to a material requirement. Accordingly, the protest was denied.
