An Air Force employee claimed reimbursement for the value of a discount coupon that he earned through personal long-distance telephone calls and subsequently used in connection with official travel. The employee claimed that: (1) the ticket cost would have been the same whether he or the government purchased it; and (2) his use of the coupon, allowed the government to receive a $50 credit towards the purchase of the ticket. The Air Force reimbursed the employee for his actual travel costs only and denied his claim for the additional $50 on the basis that reimbursing him for the coupon's value would improperly convert the coupon into cash. GAO held that employees should not use personally obtained coupons for official travel, since it would not be in the government's interest to become involved in their use due to accountability and control problems. Accordingly, the claim was denied.
