A firm requested reconsideration of the dismissal of its protest against a Navy solicitation for a microprocessor distribution control system, contending that the Navy should have issued a change order under the protester's existing contract instead of conducting the procurement. GAO had dismissed the protest because the Navy claimed that it did not receive a copy; however, the protester subsequently produced receipts showing that it had timely filed a copy with the Navy. GAO held that: (1) it would not review the Navy's determination or issue a change order, since that was a matter of contract administration; and (2) since the protester specifically stated that it was not a prospective competitor, it was not sufficiently interested to protest the procurement. Accordingly, the protest was dismissed.
