A firm protested a Navy contract award for installation of technical training equipment at various naval training schools, contending that the Navy: (1) should have awarded it the contract, since it offered a technical proposal essentially equal to the awardee's at a lower cost; and (2) failed to properly apply the solicitation's standards concerning corporate experience, personnel resources, and cost. GAO held that the Navy properly: (1) awarded the contract to the technically superior, higher-priced offerer; and (2) applied the solicitation's evaluation criteria. Accordingly, the protest was denied.
