[Protest of Bureau of Reclamation Issuance of Delivery Order for Modular Tape Storage System]
B-225998: Feb 26, 1987
- Full Report:
A firm protested the Bureau of Reclamation's issuance of a delivery order for a modular tape storage system, contending that: (1) the Bureau should have evaluated its offer as low; (2) the awardee's system did not meet all of the solicitation specifications; and (3) the Bureau failed to consider freight costs in evaluating bids. GAO held that: (1) the protester untimely filed its allegations concerning evaluation criteria more than 10 days after it became aware of its basis for protest; and (2) the protester untimely filed its allegations concerning the awardee's responsiveness after the Bureau responded to the initial protest. Accordingly, the protest was dismissed in part and denied in part.
