A firm protested the Government Printing Office's (GPO) cancellation of a solicitation for mailing products and proposed award to another firm under a resolicitation, contending that GPO: (1) improperly rejected its bid; and (2) had no compelling or cogent reason to cancel the solicitation and would have received the required goods without prejudice to the other bidders. GAO held that GPO properly rejected the protester's bid and cancelled the solicitation since the specifications were deficient, restricted competition, and would have increased its costs. Accordingly, the protest was denied.
