Highlights

A firm protested the Navy's acceptance of a late bid under a solicitation for metal containers, contending that the Navy should not have accepted the late bid because the envelope containing the bid lacked the required information. GAO held that: (1) the Navy timely received the bid; (2) Navy personnel mishandling caused the bid to be late; (3) the lack of information on the bid package did not affect its delivery; and (4) the Navy properly considered the late bid. Accordingly, the protest was denied.
