A firm protested the Navy's exclusion of its proposal from the competitive range, under a solicitation for power capstans, contending that the Navy should have discussed the specification changes in the protester's standard brochure for clarification. GAO held that: (1) the proposal was technically unacceptable as submitted; and (2) given the major revisions necessary to make the protester's proposal acceptable, the Navy properly excluded it from the competitive range. Accordingly, the protest was denied.
