A firm protested the Veterans Administration's (VA) rejection of its bid under a solicitation to procure documentary archaeologic research, fieldwork, and laboratory analysis, contending that VA should have considered its bid for award since: (1) the VA mailroom received the bid before bid opening; and (2) it did not reach the proper room due to government negligence. GAO held that: (1) the bid was late since VA received it in the designated room after bid opening; and (2) the late bid was not due to VA negligence but, to a commercial carrier's negligence in covering the original carrier's instruction label. Accordingly, the protest was denied.
