A firm protested an Army contract award to another firm, contending that the Army improperly determined that it was nonresponsible and ineligible for award. GAO held that it would not review the Army's negative responsibility determination since the protester failed to provide information to the Small Business Administration for a certificate of competency, and such a review would amount to a substitution of its judgment for the Army's. Accordingly, the protest was dismissed.
