A firm protested the Navy's issuance of a delivery order to another firm for a central dictation system, contending that: (1) the Navy should have awarded it the contract since its equipment met the solicitation specifications at a lower price than the awardee's; and (2) the Navy based its selection on subjective factors that did not justify the additional cost. GAO held that the Navy properly awarded the contract since the awardee's equipment included more efficient features, even though the cost of the awardee's system was slightly higher than the protester's. Accordingly, the protest was denied.
