A firm protested an Army contract award to another firm for cover frames with rollers, contending that the Army improperly awarded the contract without discussions. GAO noted that the protester informed the Army after bid opening that it was in a position to lower its price to an amount which would have made it the low bidder. GAO held that the Army properly awarded the contract without conducting discussions, since responsibility determinations had already delayed award for 5 months and these delays outweighed any potential savings that the Army could have realized from the protester's slightly lower revised unit prices. Accordingly, the protest was denied.
