A firm protested a Navy contract award for an industrial disc bowl centrifuge, contending that: (1) the awardee's centrifuge did not conform to the specifications; and (2) the Navy based its technical evaluation of the awardee's product on misleading data. GAO held that it would not review the protest, since the protester, the third low bidder, would not be in line for award if the protest was sustained. Accordingly, the protest was dismissed.
