A firm protested the Navy's rejection of its bid under a small business set-aside for technical support services, contending that the Navy: (1) improperly evaluated its proposal based on undisclosed criteria; (2) should have conducted negotiations with it concerning its proposal deficiencies; (3) improperly cancelled the solicitation; and (4) should reinstate the solicitation. GAO held that the Navy: (1) properly evaluated the protester's proposal against the solicitation criteria; (2) reasonably excluded the protester from competition without negotiations since its proposal required major revisions; and (3) properly cancelled the solicitation and resolicited, since none of the proposals was technically acceptable. Accordingly, the protest was denied.
