A firm protested a proposed Navy contract award for tug and towing services to another firm. GAO noted that: (1) two parties within the protesting firm claimed sole authority to represent the protester; and (2) litigation was necessary to settle the dispute. GAO held that it would not consider the protest since: (1) it was unclear as to which party represented the protester and whether the protester was an interested party; and (2) it was unlikely that the dispute would be resolved in a timely manner. Accordingly, the protest was dismissed.
