The Army requested a decision on whether it should reimburse a former civilian employee for costs he incurred when shipping his household goods incident to his transfer. GAO noted that: (1) the employee failed to follow Army guidelines requiring documentation of the goods' weight by a certified weighmaster; and (2) the employee failed to contact an Army transportation official to estimate the weight of the goods after he completed the move. GAO held that it had no basis upon which to determine what goods were actually moved and their weights, since the employee failed to submit sufficient evidence. Accordingly, the claim was denied.
