A firm protested a General Service Administration (GSA) contract award for elevator maintenance services, contending that: (1) the awardee's bid was nonresponsive because it failed to acknowledge an allegedly material solicitation amendment; and (2) the amendment was material because it allowed GSA to alter performance requirements GAO held that: (1) since the amendment merely alerted bidders to the fact that other work would occur during contract performance, it only reinstated a requirement that was already part of the original solicitation; and (2) GSA properly waived the awardee's failure to acknowledge the amendment, since it was immaterial. Accordingly, the protest was denied.
