A firm protested the Army's proposed termination of its contract, contending that termination because of a negative preaward survey issued after award would deprive it of its right as a small business to apply for a Certificate of Competency from the Small Business Administration. GAO held that it would not consider a premature protest that merely anticipated an agency's action. Accordingly, the protest was dismissed.
