A firm protested certain allegedly defective specifications under a Navy solicitation for military family housing maintenance, contending that: (1) a playground equipment inventory was inaccurate; (2) the solicitation inaccurately described the rate of plumbing failures; and (3) a provision regarding liability limits for service calls was ambiguous. GAO held that: (1) the inventory was constantly changing and the Navy took adequate steps to inform bidders of its potentially variable requirements; (2) the Navy reasonably interpreted the solicitation provision regarding plumbing failures; and (3) the protester untimely filed the portion of its protest regarding liability limits. Accordingly, the protest was denied in part and dismissed in part.
