A firm protested certain specifications under an Army solicitation for shelving, contending that they described equipment offered by only one vendor. GAO held that: (1) the protester failed to timely file the protest before bid opening; and (2) the protester's oral complaint to the contracting officer before bid opening did not constitute a timely protest. Accordingly, the protest was dismissed.
