A firm protested an Army solicitation for an education program, contending that the Army: (1) delayed responding to its inquiry regarding its accreditation; and (2) should have solicited competitive proposals rather than sealed bids. GAO held that: (1) it would not consider the portion of the protest concerning the Army's alleged late response since the Army extended the bid opening date; (2) the Army properly solicited sealed bids since the applicable statute required that it do so if time permitted; and (3) other allegations the protester raised were either untimely, irrelevant, or unsubstantiated. Accordingly, the protest was denied in part and dismissed in part.
