A firm protested a proposed Air Force contract award for housing maintenance services, contending that the statement of work was not explicit enough. GAO held that: (1) the protester untimely filed its protest after bid opening; and (2) a letter the protester wrote to the contracting officer before bid opening was a request for clarification and did not constitute a timely agency-level protest. Accordingly, the protest was dismissed.
