A firm requested reconsideration of the denial of its protest against the Army's issuance of a Federal Supply Schedule delivery order to another firm. GAO had denied the protest on the basis that, although the awardee's quote on the mobile storage system did not include all of the solicitation's features, it was eligible for award because the legal basis for issuance of a delivery order was the vendor's schedule contract. In its request for reconsideration, the protester contended that the awardee would not be able to furnish certain items required by the solicitation because they were not on its schedule contract. GAO held that: (1) an agency may procure non-schedule items in a single procurement from a schedule vendor; and (2) the protester did not show that the prior decision was legally or factually erroneous. Accordingly, the denial was affirmed.
