A firm protested any Forest Service contract award under a small purchase solicitation for a lathe, contending that the Forest Service: (1) improperly rejected its bid; (2) changed the solicitation without giving bidders written notice; and (3) requested additional quotations after bid opening. GAO held that: (1) the protester was not sufficiently interested to protest the Forest Service's rejection of its bid because it would not be in line for award if GAO upheld the protest; (2) since the Forest Service conducted the procurement under small purchase procedures, it was permitted to request additional quotations; and (3) since the Forest Service orally notified the protester of the changes in its requirements, the protester was not prejudiced by the lack of a written solicitation amendment. Accordingly, the protest was dismissed in part and denied in part.
