[Protest of Forest Service Fuelwood Sale]

A firm protested the Forest Service's conduct under a timber sale, contending that the Forest Service: (1) gave notice of the sale to only one contractor and inadequate notice of the sale to the general public, to the benefit of its preferred contractor; and (2) underestimated the amount of wood for sale and failed to properly identify the sale site properly. GAO held that: (1) a letter the protester filed with the Forest Service was an agency-level protest; and (2) the protest to GAO was untimely since the protester filed it more than 10 working days after becoming aware of the basis for protest. Accordingly, the protest was dismissed.
