A firm requested reconsideration of the dismissal of its protest against the Army National Guard Bureau's cancellation of a brand-name solicitation for video cassette projectors. GAO had dismissed the protest after it found that the protester was not sufficiently interested to protest. Upon reconsideration, GAO found that the protester was an interested party and agreed to consider the protest on the merits. The protester contended that the Army did not have a reasonable basis for cancellation. GAO held that the Army reasonably cancelled the solicitation after it determined that the specifications overstated the government's minimum needs and it could obtain more competition by using less restrictive specifications. Accordingly, the protest was denied.
