A firm protested under a Navy solicitation for tugboat services, contending that: (1) it informed the Navy before bid opening that no potential contractor could meet a certain requirement; and (2) the awardee could not meet the requirement. GAO held that: (1) insofar as the protest concerned an alleged solicitation defect, it was untimely filed; (2) the matter of whether the awardee could comply with the requirement was one of bidder responsibility which it would not consider; and (3) whether the awardee complied with the contract terms was a matter of contract administration which it would not consider. Accordingly, the protest was dismissed.
