A firm protested a Navy contract award for heading indicator test sets, contending that: (1) the Navy revealed its proprietary information to the awardee; and (2) because of the disclosure, the awardee was able to submit a proposal for an equal item. GAO would not consider the allegations concerning: (1) the Navy's disclosure of proprietary information since it could not provide a remedy; and (2) the awardee's use of the protester's proprietary data since it was a dispute between two private parties. Accordingly, the protest was dismissed.
