A firm protested both the rejection of its bid under a Navy solicitation and a contract award to another bidder, contending that: (1) the Navy failed to properly review its proposal; (2) the awardee's proposal failed to comply with the solicitation requirements; (3) GAO should consider the merits of its protest under the significant issue provision if its protest was untimely filed; and (4) the Navy should reimburse it for bid preparation costs and filing fees. GAO held that: (1) the protest was untimely filed; (2) it would not consider the protest under the significant issue exception since the protest was not of widespread interest to the procurement system; (3) it would not consider the contract award protest since the protester was not an interested party; and (4) it would not consider the claim for costs since the protest was untimely filed. Accordingly, the protest was dismissed.
