A firm protested a General Services Administration (GSA) solicitation for optical disk systems, contending that GSA failed to properly announce the requirement in the Commerce Business Daily. GSA contended that, although it did not adequately synopsize the requirements, it did not have to take corrective action because it did not deliberately exclude the protester. GAO determined that GSA failed to obtain full and open competition since it failed to provide the statutorily required notice of its requirements to firms. Accordingly, the protest was sustained. GAO recommended that GSA resolicit for the optical disk systems portion of its requirement.
