A firm requested reconsideration of a decision which sustained a protest against a Navy contract award to it for a cold storage warehouse. In the prior decision, GAO found that the Navy improperly rejected the protester's bid as late, and recommended that the Navy terminate the contract and award it to the protester. In its request for reconsideration, the firm contended that the protester's bid was in fact late. GAO held that the requester failed to provide a detailed statement of the factual and legal grounds upon which reversal or modification was warranted or specify errors of law that GAO made or information GAO did not previously consider. Accordingly, the prior decision was affirmed.
