[Protest of Army Decision Not To Acquire Carpet Installation Services Through FSS Contract]

A firm protested the Army's decision to acquire carpet installation services on the open market rather than through its schedule contract. GAO held that the Army could acquire services on the open market if it was in the government's best interest to do so. Accordingly, the protest was denied.
