A firm protested that the General Services Administration failed to sent it a copy of an amendment to a solicitation for asbestos survey services. GAO held that: (1) a party must be economically interested before it will consider a protest; and (2) a protester is not interested if it would not be in line for award if its protest was upheld. GAO found that the protester lacked the requisite interest to have its protest considered because it was fourth low bidder and would not be eligible for the award if its protest was sustained. Accordingly, the protest was dismissed.
