A firm protested a Forest Service contract award for airport paving services, contending that: (1) it was the only small business paving contractor in the area; and (2) the awardee, a general contractor, failed to solicit small business participation for the project. GAO held that: (1) the protester was not an interested party because it was not an actual or prospective bidder or offerer; and (2) the extent to which the prime contractor met its small business contracting obligations was a matter of contract administration, which was the responsibility of the contracting agency. Accordingly, the protest was dismissed.
