A firm protested the Defense Logistics Agency's (DLA) rejection of its bid under a solicitation for governor valve stems for Navy vessels, contending that: (1) it was the low responsive, responsible offerer; (2) DLA erroneously determined that its alternate part was unacceptable; and (3) the Navy did not agree with DLA on the valve stem requirements. GAO found that: (1) DLA and the Navy determined that only the new redesigned valve stem or an acceptable alternate part would meet the Navy's needs; and (2) the protester did not show that the agency's determination of its minimum needs was unreasonable. Accordingly, the protest was denied.
