A firm protested the Navy's decision to add an evaluation factor to cover inspection and testing costs under a solicitation for flap support fittings, contending that: (1) the testing was unnecessary and discriminated against offerers of surplus property; and (2) even if testing were necessary, the $1,600 cost was unreasonable. The Navy indicated that its initial evaluation factor was in error and revised the amount to $1,292. GAO found that: (1) the protest concerning the necessity to test the surplus goods was untimely because the protester filed it after bid opening; and (2) the Navy provided complete documentation to support its best estimate for the cost of inspecting and testing the surplus items. Accordingly, the protest was dismissed in part and denied in part.
