A firm protested an Air Force decision not to procure services for a radar system through a small business set-aside, contending that the Air Force's technical evaluation of its qualifications was improper. GAO held that it would not consider a protest concerning an agency's decision not to set aside a particular procurement, absent evidence that the contracting officer acted without discretion in determining that there was no reasonable expectation that the agency would receive offers from at least two responsible small business firms. Accordingly, the protest was denied.
