Pursuant to a congressional request, GAO commented on the administration's deferral of $10.24 million for a Department of Energy project, which was reported in the President's third special message on February 5, 1986. GAO found that the deferral was in accordance with the requirements of the Congressional Budget and Impoundment Control Act, and was proper. If Congress disapproves the deferral, the funds must be made available for purposes within the scope of the appropriation.
